The jacket is a thin layer of metal plating (usually a copper alloy) that is formed over the lead bullet. It may or may not cover the entire bullet.

The jacket improves the strength of the bullet, which makes it harder to deform and fragment (and thus, improves penetration), and prevents barrel fouling from the lead bullet.
